Wallpaper Scraper vs. Steamer

If your wallpaper has been applied directly to sheetrock, you
may have better results using a wallpaper removing agent or
chemical rather than a steamer. 

The reason is a steamer may also loosen the sheetrock or the
paper backing on the sheetrock, and may cause small to large
pieces to come off with the wallpaper when you remove it.

even large pieces of sheetrock coming off during your steaming

If you just can't stand the idea of using chemicals to remove
your wallpaper - or - you know the sheetrock beneath the
wallpaper is old and will definitely crumble when you try a
steamer, you might want to consider painting over the wallpaper.

If painting is the way to go, you will want to paint over your
wallpaper using an oil based primer or sealer followed by 1 to 4
coats of finishing paint.
